Attorneys and government entities will be required to file their civil cases electronically in the Second (Ramsey County) and Fourth (Hennepin County) judicial districts beginning September 1, 2012. The requirement includes family cases, but not probate/mental health or conciliation court cases. Training on how to use the service is available through the two courts.

Electronic case filing has been available for civil and some family cases in the two counties on a limited, voluntary basis since Oct. 2010, as part of the Judicial Branch’s eCourtMN initiative. On May 24, 2012, the Minnesota Supreme Court promulgated rule changes making eFiling for civil and family cases filed by attorneys and government entities mandatory effective September 1. 

eCourtMN is a multi-year effort to move courts from paper files to an electronic case information environment. The eCourtMN initiative calls for the development of eFiling and eService for self-represented (pro se) litigants at a later time.

Attorneys and government entities must register to use eFiling and eService before they can file electronically. Prior to registering, attorneys and entities must first attend an eFiling and eService training.
