Substance Abuse Court

In September 2002, Ramsey County District Court implemented a pilot Adult Substance Abuse Court (ASAC) to serve the citizens of the Ramsey County community. The mission of the program is to provide for public safety by assisting adults involved in the criminal justice system to become and remain alcohol, drug and crime-free. This mission is accomplished through a partnership of criminal justice, social services and other agencies providing services to this population. Strategies utilized to accomplish the mission are based on best practices identified in the drug court literature and include comprehensive assessment, judicial supervision, intensive case management, random urinalysis and supportive services. Research has demonstrated that this partnership and these strategies significantly reduce the likelihood of participant’s re-arrest for any offense and result in lower recidivism rates of this population. The substance abuse court program will also help expand the capacity of community-based agencies to work with the criminal justice system in dealing with chemical dependency in a comprehensive and timely manner.
